DHAKA, Bangladesh: At least 12 people were injured in Bangladesh at a protest against the upcoming visit of indian extremist hindu prime minister narendra modi, according to eye witnesses and local police.
The casualties included four policemen from a clash with protesters on Wednesday night in the southern island of Hatiya.
Hundreds of protesters on the remote island blocked a busy road and chanted slogans against the modi government which is widely viewed as anti-Muslim, due to recent riots in the indian capital New Delhi that killed at least 47 people.
“Police came to the spot and asked people to vacate. But protesters carried on the demonstrations against the massacre of Muslim in the indian capital, Delhi,” Iftikhar Hossain a local told Anadolu Agency.
“At one stage police baton-charged the protesters, who retaliated with brick bats and stones,” he added.
modi is due in Bangladesh on March 17 to mark the 100th birth anniversary of the country’s Present PM's father Sheikh Mujibur Rahman.
Local police confirmed four of their officers were injured and hospitalized.
“We requested them to leave the busy road, but they did not listen. Instead, they hurled brick bats at us,” Abul Khayer, the local police chief, told Anadolu Agency over the phone.
He added that police have started investigating the incident.
The Bangladeshi government has come under criticism for sending an invitation to modi, with opposition parties condemning the recent killings in Delhi during communal riots.
Meanwhile, a platform of 46 Islamic organizations in the country -- dubbed as the Islamic Law Implementation Council -- also called on Dhaka to withdraw the invitation to the indian prime minister.
The group also announced countrywide demonstrations after Friday prayer in demand to protest the "anti-Muslim violence" in New Delhi.

'Incredible India' now being viewed as intolerant India, says Pak FM Qureshi


Pakisthani Foreign Minister Shah Mehmood Qureshi on Thursday stated that 'Incredible India' is now being viewed as "intolerant India", and 'Shining India' as "burning India", adding that the country is now facing international scrutiny like never before.

The foreign minister expressed these views while speaking at a seminar, organised by the Centre for Aerospace and Security Studies, in Islamabad.

During his address, Qureshi stated: "Indian Prime Minister Narendra Modi's policies are taking a bloody and dangerous turn, as predicted by Prime Minister Imran Khan."

Referring to the country's contentious bill that sparked deadly riots in the Indian capital, he said: "India's Citizenship Amendment Act and the National Register of Citizens are aimed at disenfranchising the country's 200 million Muslims."

Referring to the 2002 riots in Gujarat, Qureshi said: "The pogrom of Gujarat is being replayed on the streets of New Delhi. This is a matter of deep concern to Pakistan and should be to the entire world. Hindutva and its capture of Indian state institutions poses the single, gravest threat to global and regional peace and security.

"Pakistan has not sought conflict with India, but we have not appeased either. We have not shied away from lending our full voice and support to the beleaguered people of occupied Kashmir. We have not shied away from exposing the real Indian intent and agenda to the world.

"Today, after decades of hiatus, the Kashmiri issue is fully alive and internationalised. The world's opinion is turning in favour of the Kashmiris, and against ruling Hindu supremacists.

"We have no doubt that the world community can clearly see the BJP [Bharatiya Janata Party] government in India for what it is; an ideologically driven, hate-filled, majoritarian clique that is destroying the societal fabric, and deeply hurting minorities, especially Muslims.

"They must be held accountable for the crimes against humanity they are committing everyday," he said.

The foreign minister also stated that Pakistan remains committed to its core objective of lowering tensions and promoting peace and stability in the region, Radio Pakistan reported.

Pakistan will not become involved in any regional conflict and will continue to support negotiated settlements of all regional disputes, the report quoted him as saying.

"Dialogue is the only viable option to bring peace and stability to the region," he added. #Dawn

Shaik Zakeer Hussain: The Supreme Court on Thursday granted bail to Bajrang Dal terrorist, Babu Bajrangi who was convicted in the 2002 massacre in the Naroda Patiya area of Ahmedabad, in which 97 Muslims were killed in broad daylight.

Bajrangi had been serving a life sentence in the case, which occurred during the 2002 anti-Muslim genocide in Gujarat.

His bail comes weeks after the Gujarat government informed the Supreme Court, in reply to a bail plea that Bajrangi had filed last year that he was “in bad shape”. The state told the court that Bajrangi has allegedly suffered complete vision loss, besides various other ailments.

On January 23, the Supreme Court had granted bail to four other convicts in the Naroda Patiya massacre case – Umeshbhai Surabhai Bharwad, Rajkumar, Padmendrasinh Jaswantsinh Rajput and Harshad alias Mungda Jila Govind Chhara Parmar.

On April 20, 2018, the Gujarat High Court had also acquitted 17 others, including former BJP minister Maya Kodnani, who was one of the prime accused in the Naroda Patiya massacre.
Bajrangi, the then state convenor of Bajrang Dal had led a mob of Hindutva terrorists, who burnt alive local Muslims and raped women in the Naroda Patiya.

Bajrangi himself had hit a pregnant Muslim woman, Kausar Banu, with a sword, and boasted later in a sting operation that he had taken out her fetus on the tip of his weapon, and then burnt her body. Although the court dismissed Bajrangi’s own admission of removing her fetus, it found him guilty of the cold-blooded murder of Kausar Banu.

His bail by the Supreme Court today received sharp criticism from people, who believe it is unjust to let loose a convicted terrorist, who massacred Muslims in one of the worst riots in India.

The Narendra Modi government has initiated many projects to clean up the Ganga, but pollution has increased at several sites where the river's water is monitored. The water is not fit for drinking, bathing or domestic purposes.

Professor G.D. Agarwal, the prominent environmentalist who spent several years for the cause of cleaning up river Ganga, passed away on October 11. He had been on a fast for 112 days. Professor Agarwal wrote to Prime Minister Narendra Modi thrice, demanding that the government ensure uninterrupted flow of Ganga. He sought to remind the PM of his visit to Varanasi in 2014 and his proclamation that “maa Ganga had called him”.

However, the prime minister’s office did not respond to Agarwal. He eventually sacrificed his life. The question now is how has the Modi government fared on its promise to clean up the Ganga and ensure uninterrupted flow.

The response to an RTI filed by The Wire provides some answers. The Ganga has not become any cleaner under the Modi government. In fact, the river’s contamination levels have increased at many places since 2013, even though Rs 5,523 crore was released for cleaning the Ganga between 2014 and June 2018. Of the funds released, Rs 3,867 crore has already been spent.

Pollution has risen at several sites

According to information provided by Central Pollution Control Board (CPCB), an organisation under the ministry of environment, forest and climate change, the amount of Biochemical Oxygen Demand (BOD) in the Ganga river was very high in 2017. Information also reveals that the quantity of Dissolved Oxygen (DO) is continuously decreasing at most places.

BOD is the amount of oxygen needed by biological organisms to break down non-essential organic material in the water. The higher the BOD level, the faster oxygen present in water would deplete. A high BOD level is harmful for both the river and the organisms that live in it.

Dissolved oxygen in another parameter used to measure pollution. A high DO level means the water is less polluted.When pollution rises, the oxygen is used to decrease it.

Scientific parameters dictate that the BOD level in a clean water body should be less than 3 milligram/litre, whereas the DO level should be more than 4 mg/l. If BOD level exceeds 3 mg/l, the water is not suitable for even domestic purposes, let alone consumption.

The CPCB has been examining the water quality of rivers since 1980. At present, it examines the 2,525 km long Ganga river at 80 sites, up from 62 a few years ago.


A CPCB report said that in 2017, the BOD level of Ganga was more than 3 mg/l at 36 of the 80 sites and 2-3 mg/l at another 30. In 2013, it was more than 3 mg/l at 31 sites and 2-3 mg/l at 24.

According to the CPCB criteria, if the BOD level of water is 2 mg/l or less and the DO level is 6 mg/l or more, the water is fit for drinking without any treatment. However, if the BOD level is 2-3 mg/l, water treatment is essential. If such water is consumed without being treated, it may cause serious diseases.

If the BOD level is more than 3 mg/l and the DO level is less than 5 mg/l, the water is not suitable even for bathing. The CPCB report reveals that almost at half the sites where Ganga water is tested, the water is unsafe for domestic purposes.

Water is only safe for consumption in Uttarakhand

The CPCB monitors the quality of Ganga water from Gangotri, where the river originates, to West Bengal. Its water is pure at Gangotri, Rudraprayag, Devprayag and Rishikesh, with BOD level at 1 mg/l and DO level between 9 and 10 mg/l.

However, as the Ganga flows forth, the contamination levels keep rising. At Haridwar, Uttarakhand’s famous religious site, the condition is extremely pathetic. The BOD level stands at 6.6 mg/l. However, it has seen a decrease from the 2013 level of 7.8 mg/l.

High levels of pollution prevail at Varanasi, Allahabad, Kannauj, Kanpur, Patna, Raj Mahal, Dakshineswar, Howrah and Darbhanga Ghat in Patna. In Varanasi, Modi’s constituency, the maximum BOD level was 5.1 mg/l in 2013. It was to 6.1 mg/l in 2017. Similarly in Allahabad, the BOD level was 4.4 mg/l in 2013 and increased to 5.7 mg/l.

Besides Aligarh and Bulandshahar in UP, the BOD level of Ganga has gone up at Tribeni, Diamond Harbour and several other places in West Bengal.

In May 2015, the Modi government approved its flagship Namami Gange program, under which guidelines were formulated for cleaning the Ganga river. These included treatment of sewage from cities, treatment of industrial pollution, cleaning the river’s surface, rural sanitation, riverfront development, construction of river banks and cremation ghats, tree plantation and conservation of biodiversity.

So far, 221 projects have been sanctioned under the program at an estimated cost of Rs 22,238 crore. Of these, 105 projects were sewage treatment plants, undertaken at a cost of Rs 17,485 crore. Just 26 projects have been completed. Of the 67 projects for riverfront development, construction of banks and ghats and cleaning of the river bed, only 24 have been completed.

Professor Agarwal, in his letter to the PM, had expressed doubts over the efficiency of the Ganga projects started by the government. Agarwal felt the projects for cleaning the Ganga were beneficial only to the corporate sector and business houses and did little to ensure uninterrupted flow of Ganga.

In addition, the Comptroller and Auditor General (CAG) has also questioned some of these projects. In its 2017 report, CAG said, “Even after six and a half years of settlement with the Indian Institute of Technology (IIT), the long term work plans of the National Mission for Clean Ganga (NMCG) could not be completed. It has been more than eight years since the formation of the National Ganga River Basin Authority, yet NMCG does not have a river basin management plan so far.”

Water unsafe for domestic purposes or irrigation

In addition to BOD and DO level, the quality of Ganga river water is determined on the basis fecal coliform and total coliform bacteria levels, pH level, and conductivity.

The CPCB stipulates that total coliform bacteria should be 50 mpn (most probable number) or less in every 100 ml of drinking water. If the water is used for domestic purposes, it should be 500 mpn or less. If higher levels of coliform bacteria are found in drinking water, it causes nausea, vomiting, fever and diarrhoea.

The Ganga water does not meet this standard anywhere except Gangotri, Rudraprayag and Devprayag in Uttarakhand.

In Haridwar, the mpn is 1,600. In Allahabad it is 48,000, 70,000 in Varanasi and 1,30,000 in Kanpur. In Bihar’s Buxar, the level is 1,60,000, the same as Patna. In West Bengal’s Howrah, it is a shocking 2,40,000.

The pH level of a water body determines if it can be used for irrigation. The safe level of pH is 6 to 8.5. However, the 2017 report states that the pH level of Ganga water is above 8.5 at some places, making it dangerous for irrigation too.

The Ganga flows through five states. The State Pollution Control Board (SPCB) of every state checks the quality standard of Gangetic water every month and sends the report to CPCB. The Central body compiles the final report based on the average of data collected.

If the Ganga’s monthly water quality is analysed, the picture is even more frightening. During certain months, the pollution is significantly higher than the average. Industrial pollution and domestic waste have been identified as the reasons behind the Ganga’s deplorable condition.

The bursting of the crackers from the Ravana effigy had reportedly drowned out the noise of the approaching train.

At least 50 people were killed in Friday evening when a train mowed into a crowd watching the  Dussehra festivities that had spilled onto railway tracks while watching the burning of a Ravana effigy, officials said. The bursting of the crackers from the effigy had reportedly drowned out the noise of the approaching train.

The accident took place at Joda Phatak in Amritsar.

The train was coming from Jalandhar to Amritsar. At least 300 people were at the spot watching ‘Ravan dahan‘, sources said.

“The administration and the Dussehra committee are at fault, they should have raised an alarm when the train was approaching, they should have made sure that the train halts or slows down,” an eyewitness told news agency ANI.

Punjab chief minister Captain Amarinder Singh tweeted soon after the accident that he was rushing to Amritsar to personally to supervise the relief and rescue efforts and that the state government would give Rs 5 lakh to the kin of those killed.

The Press Trust of India news agency said two trains arrived from the opposite direction on separate tracks at the same time giving little opportunity for people to escape. However, the casualties were caused by one of the trains, it quoted officials as saying.

India’s Prime Minister Narendra Modi said he was extremely saddened by the accident. “Have asked officials to provide immediate assistance that is required,” Modi said on Twitter.

A witness said the train didn’t even sound its whistle as it sped past the site, where hundreds were watching the burning of an effigy of demon Ravana during the Hindu festival of Dussehra.

“Why did authorities allow the fireworks display so close to the railroad track?,’” he asked. He told the Republic television channel that he lost two brothers.

Another witness said the victims didn’t realize that a train was coming because the fireworks were too loud.

Navjot Kaur Siddhu, a local Congress party politician who was the chief guest at the religious function, said the celebrations take place in the area every year and railroad authorities are alerted to run the trains at slow speeds.

A large number of people live in the area with homes on both sides of the railroad track, she said.

However, junior Railways Minister Manoj Sinha said after visiting the accident site that organizers did not alert railroad authorities about their plan to hold a religious function there.

Shatrughan Das, an injured 35-year-old factory worker, said he was sitting close to the railroad tracks watching the fireworks. “I didn’t see the train coming. I fell unconscious. I saw the police taking me to a hospital as I regained consciousness.”

“I am feeling a strong headache and pain in my back and legs,” Das said from his hospital bed. “But I don’t have serious injuries.”

Following the accident, people rushed to the site and shouted at railway officials for not taking precautions. The site of the accident is nearly 465 kilometers (290 miles) north of New Delhi.

The national capital's air quality has deteriorated over the last week. Stubble burning in neighboring states is one of the major reasons behind increasing air pollution levels in Delhi.

Delhi Chief Minister Arvind Kejriwal today said the city would soon turn into a "gas chamber" as the central, Punjab and Haryana governments were doing "absolutely nothing" for the farmers burning paddy straw.

"V sad that Central, Punjab and Haryana Govts did absolutely nothing for the farmers. As a result, the farmers will suffer on one hand and Delhi will become a gas chamber soon (sic)," Mr Kejriwal tweeted.

Deputy Chief Minister Manish Sisodia on Thursday appealed to the Centre and the governments of Haryana and Punjab to initiate measures in the wake of the deteriorating air quality in north India, including Delhi.

"The Center should intervene. Farmers have not been given subsidy. This is the failure on the part of the central and the state governments. As December and January is nearing, the entire north India, including Delhi, is close to becoming a gas chamber," Mr Sisodia had said.

He also said the AAP government had made several efforts which improved Delhi's air quality and had requested the Center, as well as the governments of Punjab and Haryana, to take measures in this regard, but the air quality has deteriorated despite assurances.

Suicides in India: What Data Shows


The nation accounts for over a third of the world’s annual female suicides and nearly a fourth of male suicides, a significant rise in global share from 1990.

If Indian states were countries, three states would have the third, fourth and fifth worst rates of female suicide in the world, recent data shows. Men commit suicide at a higher rate across the world, but India has not been able to lower the suicide rate among men, the data shows.

Rakhi Dandona, a researcher at the Public Health Foundation of India, and her colleagues estimated suicide rates for both sexes in each state of India from 1990 to 2016 based on multiple sources, including official sample registration and vital registration surveys, medically certified causes of death, and verbal autopsy studies. Their research was part of the 2016 Global Burden of Diseases, Injuries and Risk Factors (GBD 2016), a worldwide database of health indicators. Their findings were published in the medical journal The Lancet Public Health last month.

India accounts for a growing share of the world’s suicides.

India now accounts for over a third of the world’s annual female suicides and nearly a fourth of male suicides, a significant increase in its global share from 1990. The suicide rates for men and women in India were much higher than the global averages (charts 1a and 1b). Who is at higher risk of suicide? In 2012, a team of researchers sent trained doctors to more than a million homes to determine causes of death.



Looking at the data for suicides within this data set, a group of public health researchers found that higher education levels, residency in South India, and being Hindu were significantly associated with the elevated risk of suicide. Drinking alcohol was associated with the risk of suicide in men. Being widowed, divorced or separated was associated with a slightly decreased risk of suicide in women.

The big bad female suicide problem

Across the world, men commit suicide at a higher rate than women, and India is no different. But India’s female suicide problem is particularly bad. India has the sixth highest female suicide death rate in the world.

If Indian states were countries, Tamil Nadu, Karnataka and West Bengal would have the third, fourth and fifth worst rates of female suicide in the world (only Greenland and Lesotho are worse).

The three Indian states with the highest age-standardized suicide rates among men— Tripura, Karnataka and Tamil Nadu—would be the 11th, 17th and 20th highest in the world if they were countries. In all, there are 45 countries with higher male suicide death rates than India.

Violence against women is an important determinant of suicide, research suggests. However, while suicide rates have improved significantly among women, they remained nearly unchanged among men between 1990 and 2016.

Regional skew

India’s southern states are more developed, but also more suicide-prone. This follows a global pattern, with more developed states having higher suicide rates.

However, in the medical literature, instead of “more developed” and “less developed” countries or states are classed by their stage in the “epidemiological transition”—moving from high rates of fertility to lower rates as incomes grow, health improves and women become educated.

Among lower fertility states, Tamil Nadu, Haryana, Jammu and Kashmir and West Bengal, and among higher fertility states Uttarakhand had significant declines in suicide rates for women from 1990 to 2016. No state had a significant decline in suicide rates for men during this period. There is another significant difference between suicides among men and women in India. The highest age-specific rates of suicide for men were among elderly men aged 75 years or older, while among women it was for young women aged 15-29.

A youth suicide crisis

Young people in India die predominantly of suicide, the GBD data shows. For both sexes in India, suicide was the leading cause of death among those aged 15-39 in 2016, while globally it was the third most common cause of death for this age group.

The under-reporting problem

In 2015, the most recent year for which data is available, there were 130,000 suicides in India, according to the Accidental Deaths and Suicides in India report brought out by the National Crime Records Bureau, India’s official source of suicide data recorded by the police. That’s 100,000 fewer suicides than Dandona et al’s estimates, or a decrease of 77%.

The decriminalisation of suicide in 2017 “is expected to have a major role in access to mental health treatment and possible reduction in under-reporting and stigma associated with suicide”, the authors write. The first step in addressing India’s suicide crisis would be to record suicide deaths accurately, and acknowledge the gravity of the crisis.

DELHI Reporter: On Sunday, in a solemnly atmosphere several hundred people from Bengal converted to Buddhism. At 10.30 in the morning the conversion begins in the Swami Vivek Ananda auditorium hall of Maulali Yuva Kendra. The pogramme was organised by the members of the Buddha Mahamilan Sangha. Budhhist monk Budhha Rakshit and Bodhishree had given the initiation into Buddhism.

On this very day, 14 October, 1956 B.R.Ambedkar rejected Hinduism along with his half million followers and embraced Buddhism at Deekshabhoomi, Nagpur. He launched a new branch in Buddhism, which he called Navayana or Neo-Buddhism. Following that footsteps, here in Kolkata, Dhamma Disha(initiation) Day was observed.

Saradindu Uddipan, the convenor of the function, said, “Guests coming from Jammu-Kashmir,Delhi,Uttarpradesh,Bihar,Oddisa,Maharashtra attended this Dhamma Disha Ceremony”. Representsatives of various social organizations also took part in the event. The brave members of Samata Sainik Dal ( an organization founded by B.R.Ambedkar) from Nagpur head-office were also present here. At his opening talk, Saradindu Uddipan, the convenor of the event said, “If one digs a liitle deep the soil of this Bengal the memorial busts of Buddha will come out. Bengal was surrounded by Buddha.

But the Brahminical force demolished all the memorials of Buddha existing in Bengal since Paul and Sen dynasty. And Brahminism was forcefully installed into the Bengali people. And subsequently it was named as Hinduism. Hinduism is actually the continuation of the legacy of the Brahminism. Its foundation lies in four Varna system (caste-system). Here the Shudra has no social rights. That is why, today on 14th October several hundred people converted their religion.And they took refuge to trisaran and panchasil.

The chief advisor of the programme was cornel Siddhart Barve, a resident of Nagpur. Mentioning the land of Bengal as a holy land he said if in concerted effort the Dalit-Muslimsof Bengal did not send Baba Saheb Ambedkar to the constitutional hall, we would not have been able to observe this “Swadhamma Pabboton” ( conversion of respective religions) day.

Otherwise, perhaps now we would have been roaming here and there with vessels hanging from our necks and brooms at our backs.So, in this auspicious moments I would like to pay tribute to the souls, Late Jogendranath Mandal and Harichand Guruchand, the great sons of Bengal.

Asok Bartra came from Jammu & Kashmir. He said it as a historic moment. I am greatful to be here witnessing this historical occasion.

Tapan Mandal, the president of Buddha Mahamilan Sangha, said, we wanted to organize this conversion ceremony to organize in an open ground. The Bengal government did not allow us to do so. Even to organize it in the auditorium hall we had to beg for police-permission. This hostile behavior on the part of Bengal government is not good for a democratic set-up. Free practicing of religion is a fundamental right. The government cannot interfere here. Piyush Gayen,Nikhil Biswas, Dilip Gayen,Sambudhi Kharat and Arun Barua delivered speech. Sankar Prasad Ray delivered the conclusion speech.

In the midway of the program a handbook titled “Why Baba Saheb embraced Buddhism” was also published. Buddhist monk Rakshit and monk Bodhishree graced the book-launch session. A prominent singer Smritikana Hauladar chanted the inaugural song. All the auditorium stood up to take the 22 pledges as Baba sahib asked to. They took oath that they will no longer believe in any idols, neither worship the idols of the Hinduism, nor they do invite any Brahmin in their religious ceremonies.

India Become the Most Depressed Country in the World


A World Health Organization report shows that India is leading as the most depressed country in the world, followed by China and USA.

India has the most number of cases of anxiety, schizophrenia and bipolar disorder. The study also states that at least 6.5 per cent of the Indian population suffers from some form of the serious mental disorder.

The increasing cases of mental problems in our country have been attributed to the lack of mental health workers like psychologists, psychiatrists, and doctors.

According to the data from 2014, the ratio of mental health workers to the population is just 1 in 1,00,000 people. Overall, India has just about 5,000 psychiatrists and less than 2,000 clinical psychologists.

According to 2015-16 National Mental Health Survey (NMHS) survey, every sixth person in India needs mental health help of some sort. Of all the age groups, it is the adolescents who need most help with mental health issues. 

Despite the fact that the Mental Healthcare Bill makes it mandatory for the state governments to provide affordable mental healthcare for all, the cost of treatment remains high in almost all the states. This makes it difficult for common man to avail the treatment.

Here's a list of countries with the greatest burden of mental and behavioural disorders, in terms of most years of life lost due to disability or death adjusted for population size, according to WHO.

1. India

A study reported in WHO, conducted for the NCMH (National Care Of Medical Health), states that at least 6.5 per cent of the Indian population suffers from some form of the serious mental disorder, with no discernible rural-urban differences. Though there are effective measures and treatments, there is an extreme shortage of mental health workers like psychologists, psychiatrists, and doctors. As reported latest in 2014, it was as low as ''one in 100,000 people''.

The average suicide rate in India is 10.9 for every lac people and the majority of people who commit suicide are below 44 years of age.


2. China


The WHO estimates that 91.8 per cent of all Chinese people with a mental disorder such as depression will never seek help for their condition. China is another large country with a huge number of depression and anxiety patients. The situation is quite similar to India's. The country only spends 2.35 per cent of their budget on mental health.

3. United States

About one in five adults in the U.S. experiences some form of mental illness each year, according to the National Alliance on Mental Illness, but only 41 per cent of those affected received mental health care or services in the past year. There is again a shortage of medical professionals. According to most people, they're just expected to get over it without spending a dime on treatment.

4. Brazil

Brazil has the most number of depressed individuals, in Latin America. Some important social factors especially present in this country such as violence, migration and homelessness probably contribute to a large number of people suffering from different forms of depressive and anxiety disorders.

5. Indonesia

In Indonesia, approximately 3.7 per cent of the population, or nine million people, suffer from depression. When those numbers are expanded to include anxiety, they increase to 6 per cent of the population over the age of 15.

6. Russia

According to the World Health Organisation, 5.5 per cent of its population has depression. As reported in 2012, the country's rate of teenage suicide was three times higher than the world average, which clearly depicts the serious issue of low mental health in Russia.

7. Pakistan

You'll be shocked to know that Pakistan has only 750 trained psychiatrists, as reported in 2012. The cases of mental illness usually go unreported due to high social stigma in the country, thus the exact number of patients suffering from depression can't be revealed.

Ahead of the Kumbh Mela next year, Indian Uttar Pradesh Chief Minister Yogi Adityanath has announced that very soon Allahabad district will be renamed Prayagraj.

Addressing the media at Circuit House in Allahabad, the Adityanath said, "In the meeting called to review the preparedness of Kumbh, a proposal was given by Akhada Parishad and others regarding changing the name of Allahabad district. UP Governor Ram Naik has also given his consent to the proposal."

"We also supported the proposal and very soon the name of Allahabad district will be changed to Prayagraj," he added.

Sources in the state government say the cabinet will give it's nod to rename the district in the next meeting.

The Chief Minister also spoke about the preparations ahead of Kumbh Mela and said all pending work and projects in the district will be completed by December.

"This Kumbh Mela will have a global outreach in which delegates of all countries that have embassies in India will participate. People from more than 6,00,000 villages across the country will contribute during the Kumbh Mela. We are being given full assistance from the central government," added the CM.

Yogi Adityanath also said that milk booths, water ATMs, tankers, hand pumps, banks, ATM machines and mobile tower will also be installed at the Kumbh premises for the convenience of people.

Giving information about cleaning of the Ganga, the CM said his government would ensure the river is cleaned by December 15 and that sewage treatment plants were being installed.

A First in India: Maharashtra to Start Home Delivery of Liquor


This could give tipplers a new high. The Maharashtra government is now planning to introduce a policy that will see liquor being delivered home.

Minister for state for excise Chandrashekhar Bawankule told TOI on Saturday that this would be a game changer for the liquor industry. Maharashtra is likely to be the first state in the country to bring in such a policy.

"The main objective is to reduce growing cases of drunken driving due to which there have been many accidents and resulted in great loss of lives," the minister said and added that alcohol would be delivered home through platforms similar to national and international e-commerce websites. "Just like citizens are getting groceries and vegetables at home," Bawankule said.

The National Crime Records Bureau (NCRB) suggested that in 2015 about 1.5% of the total 4.64 lakh road accidents were caused by drunken driving or 'drug driving', resulting in injuries to 6,295 people. The offence, the report said, resulted in 2,988 deaths, at more than 8 deaths a day.
To ensure that people buying liquor online meet the required age criteria, Bawankule said they would direct sellers to take complete details of customers, which would include Aadhaar numbers, through which their identity can be verified. 

The minister said liquor bottles would be geo-tagged to keep track of their manufacture and sale. "The tagging would be done on the cap of the bottle. We can track the bottle all the way from the manufacturer to the consumer. It would help curb sale of spurious liquor and also smuggling," Baweankule said.

Lauding the government's move, noted high court lawyer Shreerang Bhandarkar said it would "provide respite to busy individuals and save precious time". He added: "Apart from reducing instances of drunken driving, it would also generate employment for youths who deliver the product. Moreover, it would offer unlimited choice to consumers and ensure that quality is maintained." 

Activist Paromita Goswami, who has been leading the fight for total prohibition, isn't pleased though. Calling the move "unconstitutional", something that would have several "adverse effects", she said, "Article 47 of the Constitution of India clearly prohibits sale of intoxicating drinks that may lead to injury or death. The government should rethink the move that may increase liquor addiction in the state."

DELHI: Extremist "shiv sena", a member of the sanyukt hindu sangharsh samiti, has Written to the District Administration that it has formed four teams of 125 members each to visit every meat shop in Gurugram and urge the owner to shut it.

A grouping of 22 Hindu groups has threatened to forcefully shut all meat shops in Gurugram during the festival of Navratri. The Sanyukt Hindu Sangharsh Samiti (SHSS), Gurugram, said it has decided to close down the shops since the district administration has failed to act on its requests.
Navratri will be celebrated between October 10 and October 18.

Shiv Sena, a member of the Samiti, has written to the district administration that it has formed four teams of 125 members each to visit every meat shop in the city and urge the owner to shut it. “If any shop opens during the festival, we would close it. If anything happens, we will take care of it,” said Gautam Saini, district president of Shiv Sena. Besides the Shiv Sena, Vishwa Hindu Parishad and Hindu Sena are also among the members of the Sanyukt Hindu Sangharsh Samiti.

“Since the district administration did not take any decision on closing the meat shops, we held a meeting and decided to close them down ourselves,” Rajeev Mittal, a member of the Samiti, said.
On Tuesday, 14 meat shops in Sadar Bazar operated with blinders and curtains after members of the Hindu groups asked them to do so ahead of the festival. “We have put up curtains and blinders. But now they have threatened to shut our shops during Navratri,” said Tahir Qureshi, 55, the leader of the market.

After Qureshi and others approached the City police station, patrolling has been intensified in the area, but no separate police force had been provided till 6 pm on Tuesday. “We have not deployed extra force at the market (near Sadar Bazar), but we have asked the patrolling teams to be more careful,” said Vinod Kumar, SHO, City Police Station.

Sumit Kuhar, deputy commissioner of police (crime), said, “We won’t let anyone forcefully close down any meat shop during Navratri. If anyone wants to voluntarily close his shop, then it’s up to him.” Kuhar said the Gurugram police have asked all station house officers (SHOs) to keep a close watch on the situation and to make sure that no shops are closed forcefully.

Yashpal Yadav, commissioner, Municipal Corporation of Gurugram (MCG), said there is a provision in the rules to close licensed meat shops for a particular time. “Since the representation was made to the deputy commissioner and not us, I cannot issue any order to close shops. I’ll look into the matter if a representation is made to me,” he said.

Yadav said no direction has been issued to close meat shops for Navratri.

Not the first time

In March 2017, during Chaitra Navratri, around 300 meat shops were forcibly shut by protesters on both sides of the Delhi-Gurgaon Expressway. They were opened following an assurance by the city police.

In September 2017, during Navratri, about 500 meat shops were forced to close by a group claiming to be members of Shiv Sena.

Last Wednesday, the Samiti representatives met the Gurugram deputy commissioner and demanded that all meat shops in the city be closed during Navratri. On Saturday and Sunday, members of SHSS visited meat shops in different parts of the city, asking their owners to keep their shops closed during the Navratri.

Fear among shopkeepers

The two entrances to the meat market near Sadar Bazar have been covered with over 12-foot-high pink blinders, leaving space for only pedestrians to enter. During a visit to the market, HT spotted a banner at the market entrance which read, “From Muslim community, hearty Navratri wishes”. Apart from this, curtains have been put up at the main door of each of the 14 meat shops in the market.
“Meat has been sold here for the past 50 years, but only in the last two years, people have been asking us to shut the shops during Navtrari. They don’t even stay in the nearby areas. So, why do they have a problem with us selling meat?” asked Tahir Qureshi.

“I have six workers in my shop. I will lose about Rs 50,000 if I close my shop for nine days,” said Mohammad Shahi, 34, who runs a shop in the area.

Qureshi pegged the total loss at over Rs 10 lakh if the market remains shut for Navratri.

Meat shop owners in Nayi Basi and Sector 12 told HT that their shops were closed on account of the weekly holiday on Tuesday. They said they will open their shops only after Navratri.

While some said that they close their shops every year during Navratri, others said that they shut down after seeing reports in newspapers. “Last year, the Hindu groups had asked us to close shops. So, this year we decided to close them before they come and ask us to do so,” said Pankaj, 21, who was standing at a chicken shop in Sector 12. “Look, we don’t even have any stock,” he said.

“I have decided to stop selling mutton till Navratri is over. I will stock only chicken and move everything inside the shop. Why ask for trouble when the situation is already tense?” said Saleem Ahmad, 46, owner of a meat shop in Sector 15.

China unveils first “firefighting” train


China recently unveiled its first “firefighting” train that can arrive at emergency sites immediately after the outbreak of fire, Global Times Online reported Monday.

The locomotive, customized from a flat container car, can run as fast as 120 kilometers per hour. It is equipped with a firefighting container and two can-type water containers, as well as a multi-functional high-pressure fog extinction device. In addition, the train also has a lighting system, warning lamps, alarm, grounding devices and basic hand tools.

The train responds quickly to emergencies, so as to improve the efficiency of firefighting or breakdown rescues along the railway.

Because it can shoot fire extinguishing media as far as 485 meters, the train is capable of putting out fires breaking out on a 16-car high-speed train.

In addition to firefighting, the train can also serve as a water supply device, offering water to trains running in remote and water-deficient areas. Besides, it can clean tracks, bridges and tunnels with the water containers and water torch it carries.

BEIJING: Chinese President Xi Jinping held talks with visiting Angolan President Joao Lourenco in Beijing Tuesday, agreeing to continue developing bilateral ties.

Xi said he is glad to see the second visit to Beijing in about a month by Lourenco, who came to attend the 2018 Beijing Summit of the Forum on China-Africa Cooperation (FOCAC) in early September.

Xi said that China has empathy with the historical experiences of African countries and firmly supports people of African countries in opposing foreign interference, and independently choosing their path of development.


Xi said he expects the two sides to implement the results of the 2018 Beijing Summit of the FOCAC, promote the eight major initiatives unveiled at the summit to realize early progress, and advance the Belt and Road Initiative.
